On a fully updated Kubuntu 24.04 system I am able to correctly launch
Energy Saving settings via the power system tray icon and the
systemsettings kcm. The actual desktop file is found at
/usr/share/applications/kcm_powerdevilprofilesconfig.desktop. This seems
likely to be a user config issue.
