I had confirmed the above by checking apt-cache with the media being the only source. However, grepping around /cdrom/dists/plucky, I don't find mokutil at all. Looking in the ISO build logs, it seems to be a duplicated seed. I think this is why above it didn't fail on grub-efi-*. In the end, though my fix is probably not hurtful, I don't think it necessarily gets us closer to solving the problem. We need to ensure that what we intend to be seeded actually is.
