Public bug reported:

For accessing an OpenVPN I have to use cipher "AES-128-CBC". With
earlier versions of Ubuntu adding

vpn.cipher: "AES-128-CBC"

to the netplan file via plasma-nm was good enough. Current OpenVPN
throws an error:

nm-openvpn[5639]: DEPRECATED OPTION: --cipher set to 'AES-128-CBC' but
missing in --data-ciphers (AES-256-GCM:AES-128-GCM:CHACHA20-POLY1305).
OpenVPN ignores --cipher for cipher negotiations.

So I added

vpn.data-ciphers: "AES-256-GCM:AES-128-GCM:AES-128-CBC"

to the NetPlan file which overcomes the problem in OpenVPN.

But when editing the connection via plasma-nm the new field is not displayed
and saving the connection deletes the entry.
