Well, I never got a response and synaptic in 24.10 is still only showing the 0.9 version.
But it looks like the same day I posted my comment, version 0.10 was built for 24.10 at this link: https://launchpad.net/~kubuntu-ppa/+archive/ubuntu/staging- misc/+build/29207699 I installed the .deb file kup- backup_0.10.0-0ubuntu1~24.10~ppa1_amd64.deb (421.6 KiB) and backup now shows up in System Settings and I am able to restore from an old backup.
