I am now guessing that you mean it is the snap that does not support
MySql.

The Ubuntu .deb packages are built with MySql support:

The snap packages which are maintained by KDE developers do NOT enable MySql in 
their build configuration:
https://invent.kde.org/packaging/snapcraft-kde-applications/-/blob/Neon/release/digikam/snapcraft.yaml?ref_type=heads#L79

So if your issue is with the snap packages, that needs to be reported to
KDE and not Ubuntu.
