Okay, I will note that the fix for my login was very specific: I had a file, /etc/profile.d/ZZZ-pulseaudio-k.sh, which was running "pulseaudio -k" at system startup, which broke audio and seemed to confuse the system long enough that my login screen would just freeze for a minute or two.
