You have been subscribed to a public bug by Gunnar Hjalmarsson (gunnarhj):
After installing Kubuntu 18.04.1 and selecting French as primary language,
all gtk app (like Firefox, Gimp,...) still use english string in Open/Save
dialogs and in the printer options.
Workaround : installing manually language-pack-gnome-fr-base and
language-pack-gnome-fr resolves the bug.
These packages should be installed as the system is installed with ubiquity.
Purely cosmetic but non-user-friendly.
