This was installed as a dependency of kdeadmin [main], because I have installed 
the kde metapackage, so it's not in a default Kubuntu install. Nevertheless, I 
think it should be hidden in system-settings when you use grub, as installing 
the kde/kdeadmin metapackages is something quite usual I think, and it may be 
confusing. Power-users wanting to start it anyway (I don't know why, but why 
not?) could start it by running 'kcmshell lilo'.
