I'm sure Mark will offer more helpful info than I'm able to . . . but from what I've picked up over the years - mainly from Steve Bennett - the HAPI cranks were cast. If this is an original HAPI crank, better to get rid of it. The only known failures of VW cranks in aircraft use have been cast cranks.
