I don't recall ever seeing a "torque to" foot pound read for the WAF bolts.  Snug them as tight as possible without crushing the wood.  I know, not specific, and mostly by feel, but it worked for me for 800 hours.  The plastic in the AN nut for aircraft will be sufficient for "one time use" to prevent the nut from coming loose.  Many are use multiple times without failure depending on the application.  I would suggest filling the holes in the spar with epoxy or at least varnish to saturate the wood to prevent wood to bolt contact to help prevent corrosion.  If you've ever pulled a bolt out of a wood structure you'll know what I mean.
