I have noticed bolts and nuts are most likely to seize if they are of the
same material, if corrosion is absent.  Hence brass nuts on steel exhaust
studs won't seize.

Stainless on stainless seems to be the worst in my world, the two parts
commonly gall during assembly and seize upon a removal attempt.

When I come across seized steel screws in my work they won't release until
heated to glowing red.  At this point they are damaged and need replacement
but at least they are extracted.

If it is in wood that cannot be damaged by heat, I believe you'll have to
destroy the bolt without heat.  Same if it is in heat treated steel or
aluminum since you can't reheat that heat sensitive substrate.

I suppose, really you just can't use heat if it will change the substrate
in some important way.
