Yes, Tri gear KR's have a rudder, Mark. N455JS has positive nosewheel steering. I don't use the brakes for directional control either. I have landed at RL Jones in Jenks, Oklahoma with a 25 MPH 90 degree crosswind. Tower asked if I would like the other runway but I said I would try it with the crosswind. No sweat with my KR, really, but I know I could have never done it in a Cessna 150, because I once tried at Bolton field, near Columbus, Ohio. I had my Maintenance Officer with me, and after two approaches, I had to divert to Port Columbus. I literally landed on, and stayed on the "Numbers" and had to add power to turn off on the entrance at the taxiway. I called the rental FBO, and told them my situation. They said they would send 2 pilots from there, to retrieve the 150, and bring us back. After about 20 or so minutes, Bolton field called back and said they were unable to take off, and we would need to find another way home. I returned the 150 the next morning.
