Larry, Those are a simple cork gaskets with 5 holes in them for the 3/16" screws/bolts and one hole in the center for the 1/4" tube to stick through. You can buy cork or a better fuel proof gasket material and make a new gasket easily enough. Any decent autoparts store will carry gasket material.
