The ADS-B rule is the same as the Transponder rule.

If you (a) have no engine driven electrical system (defined: battery and
alternator), and (b) do not equip ADS-B, then you can (C) fly anywhere
except within Class C or Class B airspace.

Since light GA aircraft generally avoid Class B airspace anyways (I sure as
hell don't mess with SeaTac tower in my KR or Comanche) this means
more-or-less you can fly anywhere you normally would, except near
'secondary' international airports (Portland, Milwaukee, and so on) that
are Class C....
