Considering that KLXT is under the edge of the Mode-C Veil, and ADS-B Out is 
now required.  And further considering that KR builders are just about the 
[most budget conscious] pilots I've ever seen, it might be worth putting a link 
to the FAA's ADAPT Web Site.  ADAPT is the FAA's tool you can use to Pre-file a 
request for ADS-B Deviation to enter ADS-B Rule Airspace without ADS-B Out.  
Considering that KLXT is just under the edge of the Veil, I would rather expect 
they will have no problem with granting permission.  ADAPT = ADS-B Deviation 
Authorization Preflight Tool.  The request form looks almost exactly like a 
flight plan.  You fill it out and file it ahead of time with the FAA and they 
should grant permission to enter the ADS-B Rule Airspace ahead of time. Go here
