According to nasa technical paper 1009. The kr tail is the worst design for 
spin recovery. The combination A flat bottom and rounded top tail and the 
position of the horizontal stab relative to the vertical stab is just the right 
combination to go into a flat spin.

Apparently just rounding the tail bottom will eliminate the flat spin mode 
entirely. Leaving the top of the tail flat will be even better. Adding fins can 
work too but requires testing. Other mods will be on the paper.
