If you go with a fixed inlet and outlet your "flow" through the cowl will be 
optimized for only one speed range. A lot of cowls have a variable outlet which 
will also control the inlet. Variable inlets being harder to design. If you go 
with a fixed outlet then anywhere from 1.25 to 1.5 I think is the general 
number. Having a variable outlet/inlet is preferable because it allows you to 
maximize the flow for takeoff, climb, and post flight while minimizing the flow 
for start-up and decent.
