I'm not usually one to defend how the Japanese treat foreigners, but..
crossing these two seems to be a bit of a stretch.    Is it safe to assume
that you're talking about the picture that someone dug up?  The picture
that they say "shows" Amelia and Noonan is a couple years older than their
flight.

That said, I think it's fair to point the fingers at the local prefecture
about how that plane was treated.  He flew in expecting to fly out as
normal.  I'm not sure what should be done there.  The multi month delay
with a non pickled engine is likely the fault for the crash.  Now, is the
government responsible for maintenance, or Colin?

I'm also vaguely concerned about medical care.  Japan has some very weird
medical practices.  EG: hospitals can close on weekends, or at night.
Doctors are allowed to lie to patients.  And various other quirks, relating
to some very serious racial biases and being polite to a fault.
