It would not work to hold already-stepped-on brakes, but it would apply and hold both brakes as long as the lever was latched in the 'applied' position. Eg: 'extra' MC -> tee -> lines to each side brakes -> check valve in each line -> 2 more tees to tie them in with the per-side brake lines... Then a flap-handle style brake actuator that 'locks' in various positions (eg, can be locked in 'brakes on' position)...
