A thought is this. If it is painted, could they be just in the paint. Otherwise, you could just add a layer of deck cloth and the resin will seep into the crack and the glass will give you a surface that will be easy to finish.
However, you might want to check for the reason for these cracks. There could be a lot of filler there and if the fillets were made using filler compound, you may want to remove it and re-make them using foam and glass. I guess that is a couple thoughts.
