Pete,
I Have a corvair engine but I too can not remove the dip stick without 
removing the top cowl. I considered several options to modify it where this 
could be done but ultimately decided not to do it. My reasoning is that if 
you have access to the dip stick you will become lazy and rarely remove the 
top cowl. By removing the top cowl this allows you to see what is going on 
under the hood and do a more thorough inspection other than just checking 
the oil. More than once have I discovered a problem when I was checking the 
oil.
