I would think with large flaps on the outer wings (and perhaps also on the stub wings) you would be able to achieve the 35KIAS. You might also have to add a little more wing area to keep the 450 kg gross weight though. The most challenging of those numbers would be the 275 kg empty weight, but that is certainly possible, it'll just mean a few sacrifices to keep it light. Will Norwegian aviation officials allow you make such changes to the plans without jumping through a lot of hoops? It'd take years for a UK builder to get through those wickets! In the US, the LSA rules don't allow for flaps when demonstrating minimum speed, which is really counterproductive to me. It would seem that you'd want to encourage the use of flaps or other high lift devices, but maybe they're just trying to keep it simple. Flaps also produce drag, which I would think would enhance safety during landing on short fields, but I guess the other side of that is the problem they can produce if accidently left deployed on a go-around.
