I set mine by tightening them enough to take the slack out, then a little 
more to load them a bit, but being careful not to bend anything or put so 
much pressure on the pullies or bellcranks that anything approaches failing 
due to cable tension.  The way I see it, it's just done by feel.  My aileron 
cables are somewhat tighter than the elevator cables because I don't want to 
risk the cables coming off of the pullies, whereas I don't have that problem 
with the elevator, so the elevator cables are not not very tight at all.  If 
you're looking for a number to read off a cable tensioner, I can't give you 
one.

If you built it by the plans, one thing you should take into consideration 
is that the aileron cable tension is likely to change as the stick is moved 
fore and aft, since you're basically trying to stretch the aileron cable. 
That's why I built my stick to rotate about the axis of the aileron 
cable...so that problem doesn't exist with mine.  There's a little more on
