Just FYI, fiberglass and Aeropoxy work fine for those shrouds even when 
bolted directly to the heads, but they will discolor.  They also either need 
to be stretched around the cylinders or heads or otherwise contrained on the 
ends by some means such as screws or light aluminum angle (which works great 
on the Vair's flat shroud mounting surfaces, not so great on the VW).  But 
after parking the plane and heat soaking those shrouds, they do get a little 
pliable and may take some different shape if not constrained, so I think 
your steel shrouds as the "hot base" are an excellent solution for the VW...
