If I were to open this area up
to straighten this out, then I would
have to remove the keeper
nuts from the top bracket.

Doesn't that also mean I have to open the thing
up forward of the rear spar to access the
bolt heads?

At a minimum if everything works ok as-is,
the least I should do is drill the bottom
nut (in place) of the hinge pin and put
a cotter pin in it.
