The spar(s) will always remain at 90 degrees to the longerons.  The incidence
is determined by how the ribs are cut.   The incidence angle is determined by
the cord line on the rib and the angle it goes through the spar on the drawing.
If you want to change the angle, re-draw the spar on the rib to the angle you
want, then cut and place components accordingly.  Look closely at the rib
drawing and you'll get the picture.
