He was weight testing.  I have spoke several times to a friend of his from his 
EAA chapter.

Steve was going to test at higher weights before he flew his girlfriend and 
other passengers.  This is the correct way to do it and what the FAA says you 
have to do before you take passengers.  Weather or not the weight was secured, 
if it shifted, if the C.G. was off, or it contributed to the accident in any 
way is unknown.

Three important things regardless if it had anything to do with Steve's 
accident or not are:

Test up to your gross weight moving up a little at a time BEFORE you risk a 
passengers life.

Ensure that your weights are distributed correctly to keep your C.G. in line.

Secure your weights correctly.
