I don't understand why the EAA has not jumped all over this. EAA was started in the basement of a home by Paul Poberezny. I guess it's a good thing that wasen't in Jacksonville Fla. There are a lot of cities doing a lot of annexing and spreading out into rural areas. If this catches on with other cities it could have a devastating impact on homebuilt aircraft. I was under the impression that only the FAA or DAR could define what was considered to be a flying aircraft and only after it was complete and deemed airworthy. I'm building my KR in a storage unit close to home because I was told that the airport hangers could not be used for such a project unless I was an A/P.
