It is a "ply" of a Dacron sort of material, that you put on to "peel" off. 
It leaves a smooth surface that requires little to no sanding.  It works
very well, but is difficult to apply to compound curves.  You peel it off as
soon as the resin cures.  
You can also use something called "deck" cloth or "finish" cloth, same thing
  It is a very light weight material with a very tight weave.  It does go on
well over compound curves.  Sometimes I use it with peel ply on top of that,
for an almost pin hole free surface.
