  First I will say I haven't done this myself, but have seen it done, and have 
stood in amazement.  

  There is a Yahoo group called "metalshapers".  The members of this active 
group have metal bashing meets in differing parts of the country.  It so 
happened there was one about 10 miles from my home, so....being facinated with 
anything like this I had to go.  There was a guy there showing how to do metal 
turning.  He had a wooden mold (some may call it a buck) that he formed a bell 
with.  It was amazing to see this bell being formed in less than a minute.  I 
would think that a wooden form shaped like you need for a bulkhead would be 
easy to make on a wood lathe.  Then get your metal and form the edge around the 
wooden mold using the metal turning techique.  I am not sure what make-up the 
metal was (hardness) but I would assume fairly soft stuff was used.  There has 
to be a hole in the center to mount your metal to the form for turning, but 
that shouldn't matter for this.
