John,

Flying a taildragger, I understand the fishtailing but do you usually 
do a lot of "nose overing"
on landings? :-)

I'm not familiar with the Great Plains breaks but if you've ruled out 
any binding of
the brake assembly at the wheels,  check to insure your pedal / master cylinder
is fully de-actuating when you are not applying brakes.  Sometimes the geometry
of the pedal / master cylinder hookup can create problems.  Check the pedal
travel through their full range and insure there is no brake application at
the master cylinder.

My brakes / pedals are a single unit so I don't have any geometry problems but
I found I was dragging a bit of brake sometimes because of the angle my
long legs approach the pedals.  I glued a piece of 1/2" half round wood trim to
the top of each pedal to space my feet back from the brake pedal and that
solved the problem.
