If it follows usual VW practice, 15 is "switched positive current", 31 would be ground. I'd Google the part number and I think you'll probably find the installation instructions for it on the VDO web site. Most VDO stuff that I've seen had a + and a ground symbol for the two power connections, and an S for the "signal" or sending unit. Hope this helps, but it may not...
