Yes with the proviso that the carby is vented to the ram air intake (has the 
same pressure).

What normally may be vented on a carby
    a) the float bowl.
    b) a vacuum operated slide like on a Bing.
    c) a diaphragm on a Mikuni.
(there may be more, they are just the ones I'm familiar with)

If the vent is not at the same pressure as the carby throat's intake then it 
will probably run lean or even stop fuel flow at high speeds.
