I think you got your units wrong. According to what I found on the Internet, the standard is based on 100 degrees Celsius / 0 degrees Celsius, which is 32 degrees Fahrenheit / 212 degrees Fahrenheit. Which makes sense: it is commonly used for this type of ratings, because 0° is water freezing point and 100° is water boiling point.
