I would assume that any urethane or epoxy primer would work well against moisture, but I would try to choose one that is in the same family of products that you intend to use to paint it with. The DuPont guys recommended this stuff. I used Dupont's epoxy primer under the Imron on my Karmann Ghia, and the stuff is not only waterproof, but bulletproof...
