Intuition would tell me that aerodynamic balances would make the thing more
pitch sensitive, sort of like power steering, and some other aero guys I
know say the same.  But Richard Mole says they'll improve stability, and
he's got a Phd in aeronautical engineering, so he probably knows.  He ran
the numbers on a stock KR2 and determined the dimensions of what has become
known at the "Mole Tail", which is pretty close to what Bill has.  Perhaps
the only way to find out if they help or hurt is to try it both ways on the
same plane, making no other changes, and I plan to do exactly that once I
have a good baseline performance to compare with.  That's another reason I
haven't painted my plane yet.  One thing's for sure though...Bill's plane is
certainly stable, so that's tells you that it's not a really BAD idea...
