As I understand it, the reason aviation carburetors don't have choke 
plates is because a failure of any part of the choke plate/valve, 
springs, actuator, etc. would cause the engine to quit.

Aviation carburetors are supposedly a "fail-safe" design in that any 
broken part will cause the engine to go to take-off power, rather than 
idle (as in automotive carburetors).
