I don't claim to be an expert on VE, but I believe I remember Dan Diehl
saying that the surface scum must be removed with solvent (mek, maybe) and
then the VE sanded down to bare fiberglass to get a good bond.  It's a lot
easier with epoxy than it is with VE...
