Also check that the belcranks are correctly aligned. When the stick is centred 
both belcranks should be aligned the same as per the plans (I don't have a set 
in front of me now).
By adjusting the cable lengths incorrectly it is possible to really stuff up 
the aileron travel (I speak with experience), also one of my counter weights 
was hitting the fibreglass.

    You first need to know where the restriction to aileron travel is. I
  would start by disconnecting the control link between the belcrank and
  aileron then move each aileron up and down individually and measure the
  deflection. If you can get full deflection on each aileron then start
  working back up the system to find what is causing the travel restriction.
  My guess id that the problem is in the belcranks. Make sure they are free
  to travel without any restrictions and that they are made to plans (proper
  geometry) and connected properly. Also make sure there are no restrictions
  on the cables where they pass through the spar. If by now you haven't found
  the problem go to the stick and check for restrictions and proper geometry.
