Hi Daniel,
The problem with the EAA comparison is the phrase "and it is emailed to the 
email address on record".  That's just it.  There are no addresses on 
record.  One solution is to allow access to the site with the 
username/password I sent out yesterday, and allow users to fill in a 
personal details form (eg: plans#, username, password, email address).  The 
website can then create a user account and email the details to the 
user.  A similar scheme works on some of my commercial sites.
