I have found that in working with the FAA, just as with the Coast Guard, American Bureau of shipping, and other regulatory agencies I work with at work, it is often imposible to get a good answer by just asking a question. They will almost always take the most conservative approach or not really answer your question at all. I have found it far better to research the rules then give them the answer that you think is correct and ask if they concur.

That's essentially what we got, but it took about 5 months to get that out of the Albuquerque FSDO.
