I have found that in working with the FAA, just as with the Coast Guard,
American Bureau of shipping, and other regulatory agencies I work with at
work, it is often imposible to get a good answer by just asking a question.
They will almost always take the most conservative approach or not really
answer your question at all.  I have found it far better to research the
rules then give them the answer that you think is correct and ask if they
concur.

I can tell you that our FSDO is one of the worst for throwing up
roadblocks and not working with the pilots, so unfrotunately, this isn't
a surprise.  That's essentially what we got, but it took about 5 months
to get that out of the Albuquerque FSDO.  Thanks for the additional
input.
