The 3 degrees of washout at the wing tips is a function of how you position the spars at the tips and build the wing, not how the wing is positioned in relation to the fuselage (incidence). If you have already made the outer spars and attached them to the inner spars per the Dims. given in the BP (i.e. drilled/installed the WAF's) then the washout is set. If you haven't made the outer spars yet just make sure that you do follow the BP Dims.
