Check all the seals for leaks. A leak into the crank case on a two stroke will cause a lean condition and soon seize the engine. Also the exhaust will determine where the powerband is so how is the pipe? Dented, smashed or as new? I assume you are testing with a load (Prop) It is posible that if your freind built a custom exhaust it is just not designed right for this engine. It occured to me while typing this that I once pruchased a honda Odessy for $100.00 the owner thought it needed valves;-) Had good compression good spark and I rebuilt the carb, even tested it on a snowmobile. Once I got it together it started on the first pull, but would not run faster than an idle. After several hours of fiddling I cut the pipe in two right at the expansion chamber. There were several years of mouse nests.
