For those who have a copy of Zeke Smith's "Understanding Aircraft Composite 
Construction" he descibes this process on page 9-23.

For those that don't have the book he suggested adding about 5% isopropyl 
alchohol to a dry micro mix. The combination dries quickly. That problem was 
solved by keeping a spray bottle of rubbing alcohol nearby and wetting the 
surface during the application of the micro. Makes a light pumice like material 
that sands out very nicely.
