If the valve is pointing up, it's essentially open.  But if it had fuel in
it, maybe the ball would float.  But then, I wouldn't put it to my lips to
blow through....
It is really low cracking pressure.

I also bought a bypass valve from Aircraft Spruce.Don't know if it's the
same P/N, but the one I've got takes way too much pressure to open, so I
gave it up.
