Bill, I use deck cloth only for a "finish" cloth and not for strength. It seems to be very brittle on it's own, so if separation starts to occur, I think it would just give way. If you really want to be sure, put on a layer of lightweight cloth and cover that with a layer of deck cloth and use peel ply You should then be ready to prime and paint. It is so heavy already, that I doubt the few extra grams will make much difference and it is all forward.
