Cool tin is exactly what the name implies, it helps cool the engine. 
Without the cool tin, the air will pass through the space between the
cylinders without stopping to pick up any heat on the way by.  The cool tin
causes the air to be turbulent and thus pass by all the hot places picking
up heat on the way.

Simply, YES, you need it.  Go to your local VW fix em up shop and get them
cheap.

Under your heads you have a 1x1 orifice or deflector is it used on the
aircraft.
or do you just use the tins reason being i just overhauled the engine and
lost one on the test flight it can be made easy but is it nessery?great
