Brian,
Since these engines originate life as an automotive engine, their voltage 
systems are designed for the vehicle application. All of the vehicles I ever 
worked on had specifications for their output similar to the ones you initially 
referenced: 14 to 14.5 volts, and the amperage rating of continuous output 
(from memory seems to be something like 3/4 of peak output). Often, systems 
that had 13 to 13.5 volt outputs, when placed under near peak loads would fall 
below battery voltage and produce insufficient charge for maintaining the 
battery charge and provide adequate system power. As long as the system did not 
operate above the limit, say 15 volts or higher, then no damage could result 
since this was design parameters.
