Serge,The "Smog Pump" was incorporated into vehicle exhaust systems beginning 
in the early 70's.  The therory behind them was to use low pressure, high 
volume air injected into the exhaust system to serve 2 purposes:1.) Dilute the 
exhaust gases2.) Control the catylitic converter temperature When the big three 
started adding catylitic converters under the cars, you may recall a number of 
saftey advisories about operating the vehicles in tall brush- the hot catylitic 
coverters started brush fires!
