Mike, You will find it done both ways. Some guys laminate over the plywood with deckcloth (1.45 oz fabric) and resin. Some just finish the plywood. You'll hear opinions both ways and find planes finished both ways.
I chose to simply prime and paint my plywood finish. After 18 years in service and 1100 hrs of flight time, I have about 1/2 dozen tiny grain cracks showing, mostly on the bottom of the fuselage.
